At 0435 hours, Lancaster 911 received a call of a motorist standing on his vehicle, trapped on a flooded roadway. Engine 5-2-1 and Rescue 4-2 were alerted for the box. Lieutenant 5-2 marked up shortly after, taking the report from the LCWC dispatcher. Engine 5-2-1 responded within minutes under the direction of Assistant Chief Fisher.
Lieutenant 5-2 arrived on the scene confirming the report and making initial contact with the subject. Engine 5-2-1 arrived and was positioned to make visual and verbal communication with the subject and to assure him help would be to him soon.
